Contribution Ban

In our General Assembly's 2017 session, Democratic State Senator Chap Petersen introduced SB 1593. Here's the language of the bill:
 

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 24.2-947.4:2 as follows:

§ 24.2-947.4:2. Prohibited contributions to candidates.

No candidate to the General Assembly or statewide office shall solicit or accept campaign contributions from any public service corporation, as defined in § 56-1.

Public service corporations are railroads, gas utilities (not drilling or transmission), electric utilities, and telephone companies (that have landlines). Included are - of course - Dominion Energy and Appalachian Power. 

These corporations are regulated by the SCC - whose commissioners are confirmed by the General Assembly. The regulators are controlled by the politicians funded by the regulated corporations, hence the lack of rigorous regulation and the heightened argument to ban contributions.

Although SB 1593 failed to leave committee, we expect it to emerge again in the 2018 session. The candidates below have stated that they would vote for a bill in line with SB 1593's ban on contributions from public service corporations.
